New NFL city with immediate fan base

Have you been watching Home Charger games this season?

So far they have played at home:

Dallas
Raiders
Browns
Pats
Vikings
Steelers

Seems like the visiting crowd have brought 40k per game.

Games in LA have been "road games" for the home team since they have no fans.

My question is what city could the chargers move to where within 3 years, the city would fall in love with the team and become charger fans?

San Diego supported that team the owner is a shitball, it's doubtful SD would build a stadium for the Spanos trust.

Sacramento over Portland on the west coast, although if you could get Nike money outa Portland it would be something the NFL owners would want I'd guess.
